I read that "Can be applied to any 24MY..." as only applying to 22MY that were moved to 23MY and still didn't get built. 23MY that didn't make it must match COVP verified order. Sounds like OP's dealer is telling him right.

And the memo says that on #32172, which is 22MY rollover. OP's is a 23MY rollover which is covered by #32168 " "24MY Order Number and Customer Name must match 23MY Order". Apparently 12 years of free education was a waste of time in learning how to read.

Your quoted part is only saying the customer name and order number need to match. It does not say your trim and powertrain have to match.

The "can be applied to any 24MY retail order configuration" is also a bullet point under #32168. So OP can apply his 23>24 private offer to any build they choose.
