In my state, any driver rear-ending another car is about 95% always guilty. Jeep lady really caused the accident, should get tickets for at least 3 violations, but OP driver could have easily prevented the collision by being a defensive driver. When other drivers, like the Jeep lady, are on the road you have to drive defensively...much less headaches.
Emergency braking may have been TURNED off OR his Maverick camera was pointing towards the open lane so not seeing the stopped Jeep. My Maverick has executed "Emergency Braking" at least 3 times...each time it was where someone slammed their brakes on when switching lanes.
