Maybe it's a payment for them not being able to build his car so he doesn't seek legal help and possibly sue Ford.

On my second call to Ford Marketing, (800-334-4375) I was asked if I had been offered a discount certificate yet. I said no and the nice lady gave me a $750 discount certificate. Couple that with the $500 discount from Farm Bureau and that is a nice $1250 bucks off the truck when I get it.

I'm an optimist.

It's a targeted incentive, valid only for you. Basically, a rebate offer that you can use toward your truck to compensate for the build delay. The dealer applies it when you sign the papers to purchase the truck after it comes in.
