Thats what i thought too until I seen the cut out for around the marker light

I'm thinking the front lower edge was modified by the owner/builder to blend into the front air dam, which is also a non stock addition.

That looks like Tucci Hot Rods Maverick from SEMA show years back.
I don't know if they ever made it to market with their fender flares.
