Just in case you don't think that this little truck does not haul much, here is a load of 60cu.ft. of mulch fitting below the bedrails. I'm pretty confident that I could easily put 100cu.ft. in the bed with a tarp, and another 20cu.ft in the rear seat area. Unlike a bigger truck, the suspension handles it really well, and it still pulls almost like it was empty.

That was roughly 700lbs of cedar mulch. 3cu.ft bags ar an average of 35lbs/bag. I expected the springs to sag a lot more than they did, but it only dropped about 2".

Hmm, not sure if that’s really 60 cu ft. I know the tailgate is down. But with the tailgate up the capacity of the bed is 33 cu ft.

That would be 20 bags of 3 cu. ft. mulch. Here is my load of 10 bags of 2 cu. ft. of mulch. No way to get 20 bags 1/3 larger in the bad and not go above it. If I was to double that to 20 it would be 40 cu. ft and be over the bed rails.
There are probably small differences in bag quantity between manufacturers, but not that much without running into lawsuits. Your bed looks like it is quite a bit less than half full, and you haven't used the tailgate or the area in front of the tailgate. You didn't pack it in the front of the bed sideways to use all the space either. You can easily get triple that load, and maybe even quadruple it before going over the rails. That would be similar to my 60cu.ft. With straps and a tarp that could be almost doubled without going over the cab.

If I wanted to take the time to play tetris and strategically place the bags for ultimate bed usage you are probably correct I could get 20 bags in there more efficiently. But then I have to spend the same amount of time unpacking it. Tailgate for load? Not what it is designed for. Average weight of a 2 cu/ft bag of mulch is about 40 pounds. 20 bags = 800 lbs. Your bags are 1/3 larger so 20 bags at say 50 lbs is 1000 lbs. I don't want to load and unload that at one time. I let the guy at Lowes throw it in the back anyway he wants. It's 3 miles to the store and then I can spread what I bought without stacking it to store. As to lawsuits over quantity it is clearly marked on the bag so not basis for a lawsuit. Last year the mulch I bought was 3 cu/ft at 42.50 per bag. This year 2cu/ft at $2.50 per bag.
WTF? Who cares.

I got 1000lbs of rock and was surprised at how little sag there was. 🤔

The Maverick bed is approximately 4.5'x4.5'x1.66' =33.6 cubic feet.
Add the tailgate down 6.16'x4.5'x1.66'=46 cubic ft, if you had the tailgate completely covered all the way to the top of the bed, which you only had about half of that. You did not have 60 cubic ft of mulch in 40 cubic ft of space. Your supposedly 3 cubic ft bags are actually 2 cubic ft.
