So I've got a lariat non lux hybrid on the way and have heard over, and over, and over about how trash the speakers are. In theory if I build out the stereo with a decent size amp, won't that technically rob battery power and ultimately make the ICE come on more often to recharge the battery (lowering mpg)

I wouldn't think so as long as you're driving the electric motor should turn the alternator to charge the 12V battery which the radio and amp is using. I'm planning on putting subwoofers under the back seat in my 2.0 😁

I can't imagine what you'd have to do to see any sort of noticeable difference.

The RMS wattage of a modest system at regular listening levels likely isn't enough to make much difference. Even in a traditional engine with an alternator that power is still coming from gasoline being burned.

What Daron say is right, unless you are driving the audio very hard each speaker is very unlikely to hit even close to max power. Under 100db you'll likely never push more than 150w at peak on a good system. If you put in a 500W system, and get a sub big enough to fill the truck bed, and leave it maxed out with heavy metal music maybe, but at that point how much power it takes from the battery would be the least of your worries.
