I broke off one of these “bumper blocks” too, and I looked around quite a bit for a replacement fastener. After a while I found these (see picture) at O’Reilly for $5.I've been down this road and they are only available with the bumpers, about $20. I'm still looking to see if any other push clips will work but no luck so far.

They are a little large to fit thru the small hole in the rubber block, but I was able to get it thru, it fits the hole in the metal, and it worked for me. The block is now re-attached pretty solidly.
You can see the stock Ford part in the middle. It’s bad faith for Ford to not offer a service part for just the fastener. You shouldn’t need to buy the entire block for just a broken clip.
Maybe we need to ask Dorman to offer a more exact version off-the-shelf box of "FORD Tailgate Wedge Retainers" that we can buy at any parts store. I think there would be a good market for them.
