That's just how it is in high throughput cities. Had a similar drive recently bout an hour and 10 minutes for 26 miles. Was surprised when I saw 60 mpg because I was driving pretty aggressively but there were 2 or 3 sections where heavy merges meant all lanes were going at 15-20 mph, and it just slows down the trip so much/boost the average fuel efficiency.
