AWD Eco w/ 4k.

I was towing a utility trailer full of soil (probably 2500lb total weight) up a fairly steep incline to get to my dump site. Imagine a steep yard hill. I just kept it in tow/haul mode for this, but it still needed to downshift twice during the climb. Travel speed was about 10mph. I was thinking I should have been in Low for this, as per the manual:
LOW (L)
This mode is for driving on steep slopes.
The transmission will hold low gear for
maximum torque driving uphill and
maximum engine braking driving downhill.

But then I remember reading somewhere that low wasn't intended for towing.

I suppose this scenario would be similar to taking a boat out of the water at a launch. Do you guys just keep it in T/H mode or go into Low?

As far as I know LOW can be used with towing and is recommended per the manual for steep inclines/hilly terrain as you referenced.

I use low to pull the boat and trailer out of the water at the ramp.Switch to tow mode for the ride home.I'm fishing out of a '21 bass tracker approximately 1500lb.

As long as you make it up the hill it doesn't matter. The computer will select the most appropriate gear and I'd only worry about overriding it if I was having trouble with traction.
