I am searching for the Refresh95 air filter for Maverick 2023 hybrid
Talking with local Ford dealers they seem to be at a loss to verify whether or not the filter they have in stock is actually the Refresh95 or just the stock OEM replacement
Here is the part number LX6Z19N619CA Is that the Refresh95?

Ford never really sold the Refresh95 filters because of a filter media shortage. At least that is the rumor so instead they then pivoted to a different product called MicronAir ProTect Premium Cabin Filter. At this time Ford does not offer an OEM cabin air filter for the Maverick with the MicronAir ProTect filter media or the Refresh95 filter media.

EDIT: If you really want to get your hands on a premium cabin air filter for the Maverick the Motorcraft FPP89 filter might be your best bet. This is the one that uses the MicronAir ProTect filter media. I know these fit several other Ford vehicles like the Mach-E but you might be the first one to try it in a Maverick.

Bought a maintenance plan and they told me they do not to replace until 60k miles as that is the recommendation.
Every other mechanic tries selling you a cabin filter on every visit for a couple hundred bucks :D

Cabin air filters are very dependant on the environment in which they have to operate for replacement times. For instance if you drive down lots of dirt roads in some of the states that have them then you will need one way sooner than someone that is always on paved roads. Also if you live in an area that gets lots of pollen dust in the spring then that would be another case where it would need to be changed sooner. It is not something a low paid oil changer is going to know when to do. Basically if in doubt about the condition of the one in your particular vehicle just take it out and look at it, same with the engine air filter, don't let that one be changed without looking at it yourself. Filters are kind of funny, they actually filter better after they have started catching some stuff, so constantly having a new one just based on some arbitrary milage figure is doing more harm than good.
