Rear fender skirts

Has anyone made rear fender skirts? I wonder how difficult it would be after starting with a fender flare design. Might help the hybrid guys highway fuel economy better match their city rating.

My father's 74 Caprice Classic had them.....somewhere along the line they were discarded, don't recall why, but probably after having to change a flat, an leaving it on the side of the road. (Just remember having to pull the lug nuts off to flip them, as he'd installed them backwards in the dark).
