Last year I received a notice from KY that my 2018 Honda Accord Hybrid now requires an extra $28 on the registration fee because it is a hybrid. I paid the $28 and I assume it will be on my registration from now on.
Do you think the $28 will not increase ⁉

Pay to play is the fairest way to go.
I'm totally down with road taxes based on annual mileage.
But you KNOW that if there is a mileage tax/fee upon registration renewal in order to pay for road work and other maintenance, they won't get rid of the gas tax, they'll just add this on top.

Yea . that's fine . only 9800 miles after 3.5 years . I can live with that . 2014 Toyota Camry with 23k miles and brand new michlin 80k tires on it . I am set for awhile with a tire tax .

Most here say GPS tracking you is bad.

Besides taxing tires, what else would work that would apply to all vehicles no matter their age or method of propulsion or MPG that would tax the high mileage driver and low mileage driver, fairly?

Most here say GPS tracking you is bad.

Besides taxing tires, what else would work that would apply to all vehicles no matter their age or method of propulsion or MPG that would tax the high mileage driver and low mileage driver, fairly?
I would like to see any tax based on the EPA estimate of MPG for vehicles made after 2020. This would give folks who can afford gas guzzlers and folks who want more efficient vehicles a choice.

I would like to see any tax based on the EPA estimate of MPG for vehicles made after 2020. This would give folks who can afford gas guzzlers and folks who want more efficient vehicles a choice.
Wait, who gets taxed more?

The heavy, gas guzzler might be the one causing more wear and tear on the road vs a lightweight hybrid.
A heavy EV could be just as bad. So do we tax mpg or GVW?

(edit) My proposal: if you delete your pollution prevention device and "roll coal", you should have to pay 1000x the tax, whatever it is. We'll call it the Idiot Tax.

Good point. I sure wish we could find a fair way to do this.

Some people say hybrids are light weight. Some say they are heavy

In reality they are so similar to gas only variants of the same body style it's if no concern.

Oh - just have the DMV when you do your annual registration come on out and note the miles, and then taxed on the difference from last year!

Ya - that'll make the lines shorter and move faster.
In KS registration is spread throughout the year by last name alpha.
In MO it's end of year everyone.
In either case - it's a nightmare already if you have to go in person.

So many can do it online though (if your insurance sends up info, and the timing is right for when forms go out) - so now you can have the super trustworthy method of self-entry, perhaps you have to include a picture to make it even more honest.

When you try this with an EV you get a division by zero error.

Without much groking, I can't see any way to do this without a vehicle inspection of the odometer at time of registration renewal. I mean, other than GPS tracking or wireless data collection; which most of us don't want. Cuz we're all international jewel thieves or soldiers of fortune or something.

One thing I found registering a car I shipped to Hawai'i, they task private repair shops with the yearly inspection (oil leaks, safety hazards like worn out suspension, etc.) and recording of the odometer. They fill out a form that you then take to the DMV certifying your car is road-worthy. It costs a whole $25-40. If odometer readings are needed for registration, they could pass it off to private businesses that would specialize in this. We have smog checks in the populated counties of California for cars more than 6 years old. Done by private shops. I understand that some States require smogging for all vehicles everywhere, and some do safety checks (like Hawai'i). My other registration experiences were in rural Oregon and Colorado, where you just pay your registration fee and go on your way.

It's pretty hard to reset modern odometers, but I bet the best minds of our generation would come up with a way to hack them so it looks like you only drove to church on Sundays the entire previous year.

The problem is: too many states with too many variances in procedures.

My discussion was for an easy, low to no cost (to the establishment) process, that would work in all 50 states, be automatic, and anonymous, and not cost you and I anything additional.

We'd pay no more, no less. Just the method of collection would/should change from gasoline (paid a few bucks a week) to tires (paid a few hundred once every 5 years).

EV and Hybrids and Gas and everything in between pays the same.

One good thing about CA DMV is trailer plates renew EVERY 5 YEARS.
I love that. And you can renew by phone, or mail, or internet too.

Weight and mileage- check the odometer every year.
