I think it is intended for the hybrid driver who is just topping a hill with his head down watching the EV Coach while he feathering the gas pedal and watching to see when it switches from hybrid to electric mode, and the car in front of him has stopped.

Only one real way to test it….. drive 55 mph at a concrete wall and if you hit it, it’s not working!!!!
I remember when the system first came out to stop the car when pedestrians where detected. Subaru had the press come down to show of the system with a cardboard likeness of the chief engineer. The Chief Engineer told them that wasn't necessary and had the driver aim at him instead at 15 mph. You guessed it, knocked him over and the excuse was the system must not work under 20 miles an hour.
The actual problem was the engineer was absorbing the radar signal and the test dummies, hard plastic, reflected the radar back to the car.
