was not designed for tie-downs or recovery hooks. Recovery tie-down provisions are designed into the frame rails in the form of oval holes.
A proper 'tie down' attachment would not place the threads of the attachment in shear, it would place the bolt in shear. So I would agree this bracket may serve another purpose. I would find another load point

I saw a video where a Tuner, had the underside of the hybrid uncovered, he was going over the fine points of the build, his take on the hangydown bracket was to divert the exhaust system away from the gas tank in the event of a rear end collision, hence the saw tooth bracket behind the spare tire all designed to absorbed the impact.

Yup. My 22 Hybrid XL has the one bracket on the drivers side.

Mine has the bracket on only the drivers side as well. Maybe the bracket on the passenger side is used at the factory for the machines to lift / spin the frame during assembly and is removed after final assembly while the drivers side is left for freight purposes. Only a guess on my part.

I remember watching a ford factory maverick assembly video on youtube a while back...maybe it will show the brackets in use. Ill see if i can find it again.

Truly a neat video to watch. I wish it was a more complete record of a Maverick being created from the beginning.

Interesting yours has none.
My 2022 has the one, just in front of the tail pipe.

Looks less likely this is meant to be a collision safety device.

Ah... but there's also TWO different tail pipe designs. Two different styles of resonator / silencer used. This changed late in 2022 IIRC.

A few more posts can confirm this hypothesis: for whatever reason, the bracket is only present in the older style of tailpipe?

Early Maverick Tailpipes have that fat part at the end, and two heat shields near the "bracket" and wires.

Later model Mavericks don't have the fat part at the end, one heat shield instead of two and have a "patch" style resonator / silencer.

It may be as simple as taking the bracket off by automated means was too difficult with the original tailpipe so they said "it's only $1.89 of scrap metal, just leave it on" rather than recycling post-production.

Maybe the newer tailpipe eliminated the interference with automatically removing the bracket on later produced vehicles, so they now recycle the brackets.

Like this: Do you know why plugs have holes? Has nothing to due with rules, codes, or safety. It's all so a machine can properly hold the pins in the mold during manufacturing. 💡

My current theory:

A bracket was only for manufacturing purposes.

With the original tailpipe, a robot could not remove the bracket. (And may be hard for a human to do and it was not worth the time or effort to remove it.)

With the revised tailpipe design, robots (or humans) now remove the bracket post-production.
