Update so far on the situation:
First thank you to @fordvideoguy for all of your help.
Second... at this point I can only believe that the dealer didnt roll the order over properly... so now I'm still getting rejected on the other program... Any ideas MTC folks??

Latest update. There must have been something wrong with my '23 model year transition order... or I do not qualify for both certificates.
I called the Florida office as recommended by the Brand Manager.... They told me they can't do anything with certificates... fellow MTC followers.... if you're in my situation keep trying... but for me, I'm out of ideas..
