It's one of the optional screensavers the user can choose from in a Roku box or RokuTV (you can also choose "none").

Recently, Roku starting selling unobtrusive ads in the slowly moving city screensaver - some are humorous. One of the few ad placement ideas that don't bother me at all. And you can change it to something else if you don't like it.
