Pop rivets would be great, especially with a washer on the blind side to spread out the bond. If memory serves (always risky at 76) I used nuts and washers with screws to match the "V" of the marine deck plate. Next time I am in there, I think I will put a little nylon cord through a hole in the plate to keep the twist off center from leaving without me.

Oops.... correction: The marine inspection plate is held on with stubby stainless steel screws. Seems like enough, but will keep an eye on it.
