With the rear glass open, air usually comes over the cab, and sucks into the open vent window. On full sized pickups, if you have dirt or mulch in the bed, it brings it right in with the air. I'd imagine driving with it open in the rain would still allow rain to be pushed or blown into the open vent window.
With the window closed, the small vent glass is recessed, where it may stay dry, but not sure that would be the case with it open. I'd also go along with the snow and taking time to melt, having had vent visors on the side glass on other vehicles, that is a minor issue, although Rain-X or similar type products applied to the visor usually kept it from clinging to the visors.
