How are non-rollovers getting priority codes under 19?

I'm hearing from people and seeing it on this forum that pure MY23s (not 22 rollovers) that got their orders scheduled with priority code 10 and they're not related to the dealer nor are they friends.

How is this possible? Is there a way I can do that? My dealer is very adamant on being "fair" and assigning 19 to every orders.

If the dealer had no rollovers, then it does not matter what the priority number is.

Ford lines the dealers up in a random order and then says to each of them "you, what is the truck with the lowest priority number at your dealership?" That dealer then hands it over. If Ford can build it, they schedule it. If not, then they tell them why and then move on to the next dealership in line.

When a dealer comes up in line, it does not matter what priority numbering scheme the dealer before or the dealer after used. Ford only cares what priority numbers that dealer is using. If that dealer has no rollovers and set everything to 10 or 15 or 19, it literally makes zero difference. If Ford can build the first order that was entered into their system chronologically, then it gets scheduled. If not, Ford moves on to the next dealer.

Hopefully Ford has a means in place to have MY22 rollovers at top priority regardless of what the dealers give regular MY23 order.

I don't think they do, afaik dealers set the Priority 10-19 for all orders. Some dealers did all orders at 10, some did 10s for MY23 reorders and 11-19 for new MY23s, and at least one dealer assigned Priority numbers according to original order date. Quite frankly, I think everyone would be okay with a date system as Priority instead of dealers assigning numbers. a June order that's the same as a September order should be built first provided the materials needed to build that order are in stock. It'd be interesting to see a customer of new MY23 ordered in September say to the June rollover "It's not fair that my truck is being built before yours, take my order, and I'll take yours"...

New '23 order. Dealer assigned me 10 without me asking.

I also was not scheduled today so you can see how far that goes.
