Getting a vin

Ordered XLT hybrid with lux in July, started off with priority 19, then 10, few weeks ago I dropped the lux and my dealer told me I’m now priority 2.
No vin yet, with the plant shut down this week could Ford still issue a vin for my truck?

2 means you're close to getting scheduled. I do not believe they issue VINs until you are actually scheduled. Plant shutdown has nothing to do with scheduling, however there will be no scheduling next week anyway. Your next opportunity to actually get scheduled will be the week of 11/15. At that point, you would likely get scheduled for a January build date if you do get picked.
