Cross bars the bolt to inside of the bed

I have been looking for more efficient ways to get some of our gear (snowboards and such) around without just tossing them in the back in combination with my softopper. I want to be able to store gear under the boards in the bed while having the boards attached to the cross rails inside the topper.

Does anyone make cross rails that bolt to the bed of the truck (bolt holes for the rail system)? I don't have the rail system from Ford in the bed, and was looking for something similar without having to purchase/make the rail system myself.

That mounted similar to these (not even with the bed, but ideally just above the bed line.:
