I'd like to see the MD law.Don't know if it's still this way, but it used to be in PA, under 40MPH on the highway 4-way flashers were required. At the same time, in MD it was illegal to use flashers at any speed.
But more importantly it's a good bet no one is ever cited for using flashers for any just cause.
In most areas you are expected or requires to use flashers if you are traveling less than 25 MPH of the posted speed limit.
Example: you are going 50 mph in a 75 zone.
Plus it is just good practice.
Good practice is to warn of any unusual condition. Snow. Hail. Fog. Animals on roadway. Potential of rapid braking. Vehicle is in "limp mode" and so on.
When in doubt, use the safest route.
When in doubt, use flashers.
Doing so will cost you nothing in most states; and maybe $50 in MD. (Dumb)
Not doing so may = death or dismemberment.
