PEP pkg is basically the trim level (XL, XLT, lariat). Making changes to trim level or powertrain are major changes to an order, and are basically considered making a new order rather than modifying an existing one.

Your dealer will have to change the priority in order to make changes. They'd have to try and get their rep to manually move you back to 02 after that.

No, dealer can change priority codes for retail orders between 3-19 (before a few months ago, this was just 10-19). It is up to the dealer to assign priority codes to their orders (based on whatever criteria they decided upon).

The window stickers are generated when the vehicle is invoiced to the dealer. Usually 7-10 days before the build date.

Have you tried going for a test drive w/ someone from the service department, so you can show them what the issue is?? YOU drive. If the engine surge happens then, they can certainly observe it. And you both will know it.
