Maybe Ford should be reigning in some 'bad' dealers but they should also be aware that their customers might not like how Ford is driving small dealers out with exorbitant EV fees.

My order # did not change from the MY22 order to the MY23 order, it's still the same, and, I did receive a confirmation email from Ford with details about my '2023 Lariat' order.
I called Ford Marketing the next day and they confirmed the order had been converted to a MY23.

Me too. Small town dealer converted my MY22 order to a MY23 and we edited out dealer installable items. When I get a VIN, I'll order the dealer installable parts so they are in hand when the truck is delivered.
Call Ford Marketing. They were able to confirm my MY22 order was converted to a MY23 order.

If you have a Ford discount certificate from your old order, ask them if that cert is still good. If not, see if they will provide another cert.
My dealer told me that an expired certificate would not be honored at delivery. He suggested that I call Ford Marketing (who gave me my certificate) and try to get it renewed or get another one.
He also told me that the Farm Bureau discount would be honored.

My understanding is that the amount of 'braking' is determined by the mode you are in. 'Eco' mode gets you more regenerative braking than other modes and is likley going to be more aggressive. If you don't like the braking, experiment with the different modes.
