Correctish. There is two dimples in the lower grill valence that should be drilled first and that lines it all up. It's clearly show and explained in the Ford bulletin about the installation too...
Not really a choice here in Washington. A dealer can't deliver a car without mandatory equipment. I wouldn't mind driving without it, but with these caveman holes now, not an option!

Not super likely. The first ones built in -21 might be attractive to some since there is very few, but they still aren't any different from the others built in -22 forward. And I kind of doubt many people bought those early ones and put them in a 'mothbag' for 'investment' purposes.

As always with tires, especially A/T's, there have to be some compromised areas. And it looks from reviews I've read that the '4' (which ISN'T a replacement for the '3' btw., just another option) that it's better in mud, rocks but not as comfy On-Road especially in the wet.
