I notice some people have their high beams on during the day. It is bright especially if they are led. It still is hard on the eyes.

Grabber.....those are not highbeams.....those are the extremely bright new LED LOW beams on all the new cars, SUV's and Trucks.

Not sure how you know what he is seeing, but I can assure you that some people drive around with their full high-beams on during the day. On many cars it is obvious by the number of lights or the location of the lights illuminating. It can be annoying, even in broad daylight.
