The traction battery does not start the engine. It's the 12 volt that does that and powers the electronics. The traction battery only powers the drive motor. If they replaced the 12 volt, it's probably something else.
Nope. The traction battery powers the motor-generator attached to the ICE to start it. The 12v is only used for electronics. The 12v battery isn't even connected to the electric motor-generator that starts the ICE (i.e., it charges from the traction battery)

That would be an odd way to restart a hybrid since they can couple the traction motors back to start the engine. Ford parts doesn't list a starter for the hybrid either just for the Ecoboost.

Doesn't use a normal starter. I have a prius and have had to replace the 12volt when it went bad and the car wouldn't start.

It may be designed to not start with a dead 12v (since it powers critical systems), but the 12v doesn't functionally start the ICE.

what is the point of this thread? It’s at a dealer with trained techs/mechanics and access to Ford engineers if need be. What is a bunch of computer chair keyboard warriors going to do 😂
Rock-paper-sissors on how to attack problem?

You are correct Sir. I stand corrected...

The “starter” for the Prius is a motor-generator that runs off of 500 volts which comes from the hybrid battery (and inverter). The 12-volt battery is not connected to that circuit, and cannot start the engine by itself.

Unless ford has changed something  the 12v battery does not start the ICE, it just operates relays for the HVB to start the ICE.

Hey, man. I can WAG as hard as any technician. Try turning on the windshield wipers, press down on the brake, and yanking the seatbelt.
It could take a few tries...

Logically if the SOC OF 12V IS low most likely the HVB is below its SOC that would allow HVB to trickle charge 12v so it has stopped doing so. (Be certain to follow procedure of charging 12v exactly as you do NOT WANT TO INTRODUCE A POWER SURGE ONTO THE 12V BUS AND FRY WHO KNOWS WHAT). The 12V when the HVB SOC has caused it to be put to "sleep" could possibly be used to charge the capacitor (in/on?) inverter which could then provide the 3 phase current to the smaller drive motor/generator to start ice. I believe that the 12v. I believe that towing to dealership is the proper solution. If warranty does not pay for towing vehicle comprehensive along with rental vehicle coverage will pay it.
