I just bought (well, picking it up this week) a Cyber Orange Bronco Sport Badlands. I had to do this in order to have the Ford scheduling system give me a build date on my Hybrid Maverick order from June....and it worked.

This. Though if you spring for FX4 there is no reason not to get the towing package unless you really think you will never need it.

It's an extra 800$ and you already get half the parts in the fx4 package.
I can definitely see people not buying the 4k package.
