Years ago I was living in Wash D.C. I had my car - I'm a California boy, gotta have a car - and parking in D.C. was a bitch. One morning I came out to find my Subaru was caught between two vehicles with no more than an inch between the bumpers. Did I say I'm a California boy? I pushed each car about a foot and then left. No, I didn't leave a note; they didn't deserve one, and as far as I know, I caused no damage.
I don't live in a big city any more. Didn't like it.
If the woman left her contact information, it's not a hit and run, at least in California. But I agree with the general approach here: the insurance company needs to be involved. It may well be hard to get the responsible party to confront that responsibility without a mediator. You have the video, which is going to be hard for her to contradict, but - and I don't want to be mean - people can get pretty squirrelly when their pocket books are involve.

I was able to track them down they don’t want to involve insurance they want to fix out of pocket.
The last 2 times I was hit, I tried to be a nice guy and allow them to pay out of pocket. Neither followed through. Fool me twice shame on me, but never again. Cops will called from here on out, because people suck.
