Would the offset on these wheels be too much?

I like the look of that tire. (y)
Using a wheel offset calculator these wheels will decrease your inner clearance by 14mm (just over half an inch), and retract from the outer fender by 2mm.
No absolute guarantee, but I think they would fit, using the stock tire.

I am not too familiar with wheels, but would I run into issues? I'm trying to find a decent pair of black wheels under $200 for my XL.

First pair will fit exactly like stock. Second will stick out and extra 10mm. Both will fit just fine tho. Just a little more poke in the front with the second pair.
