What are these inside the spare tire jack kit?

what’s the strap for and the little plastic thingy? Didn’t notice these until today and I had used the jack in the past to lower the spare tire.

Strap is for tying down the tire in the bed, I think. The plastic bit is for taking hubcaps off for vehicles that have them...likely the same part number shared across both vehicles that do and don't have them.
