What’s this loop back wire under my hood?

Hey all, so just got my Mav and looking around under the hood. I noticed this plug with a loop back wire. Anyone have an idea what it’s for?

Checking the service manual I think that other connector is C1026 and labelled simply as 'EVAC and fill'. No other reference to it that I can see, but the grey-blue and green-orange are HS-CAN Low and High lines respectively. The thicker black-blue wire looks like it's just used as retention for the female connector being used as a cap.
