Sadly, what you say is true. While what I'm about to state sounds insensitive of corporations, the fact is that legal liability when traveling to places like Mexico is probably greater than say Chicago or Detroit. Large corporations have departments which look at potential liabilities and the best way to mitigate them, which is required of public companies.Until my receipt retirement, I traveled frequently to auto plants in the US and Mexico.
I felt a lot safer when I was in Hermosillo than when I was in Chicago. I always stayed in a hotel in Indiana and avoided downtown Chicago all together. In my frequent trips to Michigan, I never once went to downtown Detroit. I admit that Mexico has security problems in some areas but so does the US.
We also did safety training for all of our business travelers. I've been retired several years now so for all I know there may be some of the same requirements for US cities currently. The requirements were not static and did vary by location.
