Unknown Green Plastic Clip - Driver Rear Wheel well?

Hey all, I was wondering if anyone has seen this before or not. I tried searching about but did not seem to find anything (perhaps my forum-search-fu is lacking).

I pulled on it a bit , second picture , and it was pretty mobile but I did not pull it all the way through as I wasn't sure what it was exactly. It is seemingly plastic in nature and was clipped onto the wheel well. I can of course go pull it if there's no bites here and really find out .. but didn't want to without first consulting the greater community!
