I am deciding between the rolling and 3 fold versions of the hardcover BAK Tonneau. They are "Rated up to 400 lbs. of evenly distributed weight" and can be bought with the railing as in this image.
So for the rare occasion I need to carry more stuff I wonder if I could safely carry one of those large roof storage bag directly over the Tonneau and secure it with the rail cleats?
I imagine that these Tonneau could safely carry at least some 200lbs while driving on highway (smooth ride, no off-roading). I have not seen a single attempt to do this however (and you can find crazy think on internet).

I’ld say yes it will be fine. Just don’t exceed the tonneau recommendations.

If it were me (and I do have both a soft tonneau and one of those waterproof roof bags), I would default to plopping the bag directly on top of my bed filled with stuff, but without the tonneau closed. Use the bag to help hold down the stuff in my bed. Probably slap a cargo net between the bed contents and the roof bag to be safe.

This is all assuming you are not expecting rain.
