I have never heard of any such charge being added to a new car purchase. Since they want to charge that fee upfront maybe you should make sure they are going to take them when you decide to change them out.

Try a set of Malone Uprights and you can carry as many as four large boats on the racks. Ton each side. They fold down when not in use and are easily removed

I had that same opportunity when I bought then brand new Ford Taurus. I think it was in the early ‘80’s.
