I installed the FORD seat covers from the accessories site (https://accessories.ford.com/). They warn not to use the seat heaters with the covers installed. It sounds like a CYA thing from FORD.
The covers are made out of a cotton like material similar to a man's pants. No problems running the heaters and it would seem that if you don't run the heaters on high for a long time there will be no problem. Not the prettiest seat cover but they allow the seat airbags to work, etc. Look for a deal on them. I like protecting the cloth seats from sweat soiling.

I went with Clazzio seat covers (leather insert, vinyl side panels). I emailed the company before purchase and they confirmed compatibility with factory heated seats.

Working well so far one year in, they do take longer to heat up through the extra material but work fine once warm.

Toyota also advises not to use seat covers with heated seats. I would think again, this is to cover them from lawsuits. It probably would be a good idea that if you use seat covers with heated seats to use thin ones and use care with the heat intensity and duration.

I installed quintessential seat covers from the 70s. Cheap ass drug rugs . And my seat heaters work fine. As for a safety concern, there isn't any. They're not going to burst into flames. They don't get that hot.
Edit: ok I'll bite. Make sure your covers are seat heater approved. 👌

This is mostly an issue for the rear seats (in other vehicles). The thermocouples are located too far away from the warmers, so the seats were able to melt.

For normal seats (that are in use), something that allows ventilation is preferred. Anything that's insulated, uses foam, or some gels should be used with caution.
