Ran Over power tool in Road - Broke Panel / Mud Flap

I was driving at night on a recently under construction on-ramp and by the time I saw it, I hit some sort of power tool that was in the middle of the road. I went over it with my back driver side tire and it must of kicked it up and smacked the plastic mud flap and connecting panel. The flap was completely gone and the panel was left hanging. I was able to push the panel back on but the clips are broken and it will need to be replaced.

Does anyone know what the name of this panel & mud flap are or any idea where I can find them outside of going to the dealer? I would like to try and avoid going to the dealer and getting charged hundreds for some plastic X:

The part hanging loose should be part
of the rocker molding
