No drill bumper bracket

Trying to put this flag badge on bumper. This has already been welded so cant add longer bolts. Does anyone have idea for a no bolt bracket this would fit

I worked in oil n gas instrumentation biz, designing control panels, used on offshore locations. Panels were of 316 stainless steel. Control panels have labels, made of plastic to ID control functions. These tags stuck on the panel with 3M double sided tape. Not the foam stuff. Sticky stuff. With proper surface prep, these tags stayed on indefinitely. Any removal very difficult.
