Underhood fuse #71 would be a JCASE fuse, so no test points unless you pop the clear plastic cover off.

Curious why you don't take it to the dealer?
Are you over 60k and out of warranty?

I've only had it for two months. I figured it's a 5$ fuse and a learning experience but I suppose it may be best to bring it in in case something else has blown.
