Maverick steel bumpers really steel?

Are the bumpers on the Maverick really steel? They look very similar to the plastic molding used on the side and bed rails. I know the spec sheets list the bumpers as steel front and back, but I am wondering if they are referring to the painted part of the front bumper and the inner section of the rear.
