my under cover looks different than the one on a 22 model any body else can confirm there 23 looks the same

2} what would be the reason to add access to the drain plug ?? still have to remove the cover for the filter ? .

It's not intended to add access to the drain plug. It, and the other holes that differ, are to add more drainage/airflow pursuant the underhood fire mitigation recall. A recall-modified '22 has similar openings cut into it.

thanks for the help i was thinking the dealer did something to it .
they gave me a free oil change , thought they skipped the filter and opened the access panel only ...
