How to install rocker panel clips?

Can anyone tell me how to install these clips? I took the old ones out to rust proof and have new ones to install, but I can't figure it out. Do you have to insert, then twist, then push?

can help you out with the plug, but what product did you use to rust proof?

I didn't actually pull them all the way out. Spent 20 minutes figuring out how to release them though.
