Ford is getting serious about balancing. That is a 5 gram wheel weight. Which is less than 1/4 of an ounce. I think a rock in the tire tread would weigh more than that!

Ford must have decided it was more cost effective to get the wheel/tire oriented as good as possible before fine balancing. Probably somehow automated everything. I had some wheels/tires put on my Mustang recently and one tire has no weights! The tire stores charge enough to balance tires, might as well take a little extra time and do it correctly.
