ESP from Grainger not available in Florida

Can someone tell me why I can't buy a warranty from Grainger in Florida? Can I get someone to buy it for me in another state even if the vehicle is in Florida?

Florida (and I think California) have laws that prohibit out of state entities from selling warranties to their residents. I don't recall if there is a method for a company to take special action or steps in those states to be approved to sell, but if there are, they seem to be prohibitive and most companies just say "can't sell to you if you are in Florida".
