Flood ESP's not available in California?

During my long wait for my Maverick, I have often gone and run quotes on ESP's through Flood Ford.

Today I tried, and I got this message:

Did something change? It's always generated pricing for me before?

The Dealers paid off Sacramento so they can rip us off.

i read on the f-150 forum to use an out of state address for purchase because the esp is connected to the VIN, not the address.

Question. If a Calif resident Happened to be out of state and stopped in at a Ford dealership could he buy the insurance in person?

I could be wrong, but I believe you can buy it at the dealer in any state(for a jacked up price.)

It's the third party sellers for a more reasonable price that aren't allowed in certain states.
