Drive Report button on Sync 4 map?

Does anyone know the secret to getting the Drive Report button to show in the Sync 4 Map Options?

for reference...its the bottom right button in the pic. some trips its not available as an option from the start to to the end. other trips, i start my car and push the Map Options button, and there it is. its so inconsistent. thanks.
