Depopulated key fob ; one

I’m hearing that after a certain date on 23’s you will only receive 1 key fob for keyless entry ,
the other will be a “depopulated key”. ( without a chip). Lacking the ability to lock or unlock the truck.
it will eliminate keyless entry function correct. Ok I get that for now,

My thought : Couldn’t they send a chip latter as I want both 2

Last thread about this was closed since there was only rumors and no official communication from Ford. So not sure if this is actually happening.
