Latest update: Called Ford Accessories back today to see if there was any progress on the 'decision' they were going to make within 5 business days. The lady I spoke with had no idea what I was talking about. I was starting all over again. There was no case number, no one was making a decision. I think some of the Ford Customer Service reps will tell you anything to get you off the phone and move on to the next call.

They are asking me to take the parts out and return them and then they can ship me/the dealer a new set. No communication between Ford Asseccories and the dealer. They are now elevating to a PHQ (?) and will get back to me in 5 business days (laughs). This time I have a case number, so we will see what happens.

with all the time you spent going back and forth with ford and dealer you can easily install the drop-in bedliner yourself.

That's why I never go to the dealer or mechanic if I don't absolutely have to...

This is 100% a service department issue. “We lose money on every install” is an excuse worth some cuss words. Installer should have noticed the parts weren’t all there, stopped to let you know and then put them back in the box. If I’d have tried to half-ass a customer like that I’d have been sent home. If a service manager is willing to look at a half-installed liner put in by one of his own techs and then tell you to call Ford about it, your call should be to Ford Customer Care, never mind the Accessories number cause that’s a CS issue.

Youtube has saved me from many "installers". Everything seems to be there for any project nowadays..
