Blue Marks on Parts?

Am I correct in assuming the assorted blue markings on parts is a QC check mark? Some bolts have them also. Checking they are torqued properly?

Witness marks applied when torqued/assembled to quickly visually signify they were properly tightened/assembled/aligned.
